Dr. Marcus Schaper wurde 1973 in Hameln geboren. Er ist aufgewachsen und lebt in Groß Berkel (Flecken Aerzen).
Nach dem Abitur am Viktoria Luise Gymnasium in Hameln hat er eine Lehre als Radio- und Fernsehtechniker bei Heinzel Unterhaltungselektronik (vormals Fernsehdienst am Klüt) als Jahrgangsbester absolviert. Sein Studium der Politikwissenschaft, Geschichte und öffentlichem Rechts hat ihn nach Potsdam und Maryland geführt. An der University of Maryland hat er in Government and Politics zu Umweltstandards für Exportkreditagenturen promoviert.
Er hat bei der Weltbank gearbeitet, war Programm Manager für transatlantischen Politikdialog beim Aspen Institute Berlin und hat an der University of Maryland, der George Washington University und zuletzt als Assistenzprofessor für vergleichende Politikwissenschaft am Reed College in Portland, Oregon, geforscht und gelehrt. Derzeit ist er Studienleiter für internationale Politik an der Evangelischen Akademie Loccum.
In seiner Forschungsarbeit beschäftigte er sich in erster Linie mit transatlantischen Politikproblemen in institutionell vergleichender Perspektive. Der Schwerpunkt seiner Arbeit liegt hier bei Handels- und Umweltthemen, besonders mit Blick auf regulative Harmonisierung. Aktuell bearbeitet er die Entwicklung von Risikoregulierung von Nanotechnologieprodukten in den USA und der EU.

My current research interests can be organized into four over-lapping themes: (i) institutional foundations of policy choices, (ii) regulatory harmonization, (iii) non-traditional governance, and (iv) transatlantic politics. Institutional foundations of policy choices or policy histories are important in understanding the limitations of regulatory harmonization attempts. While product standards and production processes may present formidable harmonization challenges, domestic regulatory policies pose even greater challenges because they are both the product of complex bargaining which led to their implementation, as well as reflections of deep beliefs about the proper way to address a particular issue. Understanding these foundations is crucial to identifying the policy space available for mutually agreeable harmonized policies.

My personal teaching philosophy is, ultimately, to aid and direct students in their own quest for knowledge. I prefer to act primarily as a facilitator and less as a director. I believe that students learn best and most efficiently when the subject matter holds meaning for them, and when the content and format are relevant to their own interests. Although an educator can certainly stimulate some of this motivation, the thirst for knowledge must be quenched where and when it occurs. Stimulation is most effective when the teacher reacts sincerely to students’ interests and provides students with the tools and guidance to continue exploration on their own. Forcing content and format onto students that is disjointed from their interests will inevitably result in sub-optimal results.

I am interested in a number of European (mostly German) makes, but my favorite car is the 1958-60 Opel Olympia Rekord P CarAvan (from now on referred to as PI CarAvan). The picture above shows my 1960 wagon which I found in a New Mexico junkyard. The trailer is a 1954 Westfalia hearse which will now serve as a conveniently sized camper. Other makes I am interested in are: Borgward, Lloyd, Mercedes, Triumph, and Volkswagen.
Currently, I own a 1958 PI CarAvan, a 1958 Kapitän P, two 1960 PI CarAvans, a 1961 PII 2 door sedan, a 1959 Trabant 500, a 1968 Opel Kadett wagon, a 1972 Triumph Spitfire MKIV and two 1974 Westfalia Campers. One of the campers serves as my means of daily transportation.
